Missions duped by criminals, background checks not enough

YOUNGSTOWN, Ohio (WYTV) – A man wanted for allegedly raping children in Pennsylvania was able to live at area missions while he was on the run despite a background check.

Shawn Fake, 45, was put on the Pennsylvania State Police’s Ten Most Wanted List. He made his way to the Valley using a fake name. U.S. Marshal Daniel Deville said they soon found out Fake was using his alias, Richard Cahill.

Fake was picked up last week on Kenilworth Avenue in Warren, but officials with the Warren Family Mission said he entered the facility under his alias. He was able to stay with them for three months where they nicknamed him Jersey. He was kicked out in November of 2013.

Mission officials would not talk to us on camera, but a spokesperson said their background check policy changed after murder suspect Raymond Mayrant, of New York, was found living at the facility.

After Mayrant was caught, the FBI informed the mission about how to better search for dangerous criminals through a ROAM Inquiry website. However, Fake was still able to get in because he used a fake New Jersey I.D.

Executive Director Jim Echement said they pay for a background check service and use the Esorn website to search for sex offenders. Everyone must complete an intake checklist before they can stay.

“We will not knowingly create a dangerous environment for the women and children at the shelter now. That being said, we do everything that we can control,” Echement said.

Area missions will not accept anyone without a background check. Sex offenders looking for shelter are referred to a facility in Cleveland.
