The state of Ohio placed the city city under fiscal emergency last October.
Now, the mayor is reportedly about to unveil a plan to reduce spending by about $800,000, largely through changes for health care for city employees.
Infante also plans to eliminate some vacant positions and outsource city health department services.
The mayor is expected to present his budget plans by May 12.
