Ryan Owens is charged with felonious assault in relation to Warren shooting.

WARREN, Ohio (WYTV) – Warren Police have a suspect in custody, who they say shot a man multiple times near an apartment on Duke Street SE early Friday.

Ryan Owens, 25, turned himself into police on Friday afternoon. He was charged with felonious assault.

Neighbors told dispatchers they heard gunshots and a loud argument at 12:49 a.m.

“I heard some guy say ‘off him,'” said a witness, who asked to remain anonymous. “I come to find out it was my family member.”

Investigators believe that there was some kind of large party going on at the time. They said their investigation led them to believe the group was reminiscing on the third anniversary of a fatal crash that killed six teenagers, in which the shooting victim survived.

A witness saw the victim get dragged into a car and take off toward St. Joseph Medical Center. After they arrived, an ambulance transported the victim to St. Elizabeth Hospital in Youngstown to treat his wounds.

Police said the 21-year-old shooting victim is in critical but stable condition, and he is expected to survive.

Owens remains in Trumbull County Jail.
