Warren Police: Man flashed passing cars near mayor’s office

Matthew Knepper, 25, was charged with public indecency

Knepper was charged with public indecency in Warren after police said he flashed his genitals to people in the area.

WARREN, Ohio (WYTV) – A 25-year-old Warren man is facing a public indecency charge after police said he was exposing himself in front of the city mayor’s office.

Officers were called to 391 Mahoning Avenue NW on Monday afternoon after a woman reported a man exposed his genitals to her as she was driving by the area.

Police found Matthew Knepper standing near the intersection of S. Perkins Drive, staring at staff outside of Mayor Doug Franklin’s office.

Knepper, who police said appeared to have a disheveled appearance, admitted to flashing passing cars, according to a police report. He was arrested and taken to Trumbull County Jail.

Knepper was arraigned Tuesday in Warren Municipal Court, where he pleaded not guilty to the charge. Bond was set at $1,500, and Knepper is scheduled to appear in court again at 10:15 a.m. November 8.
