Former YPD officer pleads guilty to neglecting disabled sister

If Copeland completes the mental health court program, her criminal case in the death of her sister will be dismissed

YOUNGSTOWN, Ohio (WYTV) – A former Youngstown Police officer will be entering Mahoning County’s Mental Health Court program after admitting she didn’t do more to help her disabled sister.

Barbara Copeland retired from the department late last year after her sister died, claiming a medical disability.

The coroner determined that Copeland’s sister had suffered from malnutrition and dehydration, as well as mental illness.

In court Thursday, Copeland pleaded guilty to failing to provide care for an impaired person — a felony. If she completes the mental health court program, however, her criminal case will be dismissed.
